Governance

The Move Ontario Trust is governed by its Declaration of Trust, the provisions of the Ontario Trustee Act, and trust case law. The Trust is governed by three Trustees, one from each of Ontario, Toronto, and York Region. Trustees hold the trust assets in trust for the benefit of the Beneficiaries, Toronto and York Region, in accordance with the terms and conditions of the Declaration of Trust. They have exclusive authority over the management of the Trust Assets and the affairs and undertaking of the Trust.


The Trustees have established policies to govern how requests for funding the Toronto-York Spadina Subway Extension (TYSSE) are received and processed.  Toronto and York Region have jointly established a TYSSE Executive Task Force (ETF) to oversee the implementation of the subway extension.  Requests are submitted by the ETF, along with supporting documentation, for annual budgeting and cash payments purposes.

Carol Layton 
Deputy Minister of Transportation

Carol Layton was appointed Deputy Minister of Transportation on September 1, 2010.

Carol was formerly the Deputy Minister of the Ministry of Revenue – a role she assumed on July 21, 2008. Prior to that, she was Deputy Minister of the former Ministry of Public Infrastructure Renewal (PIR) from October 24, 2005 to July 2008.

Carol's first appointment as Deputy Minister was with the Ministry of Citizenship in 2003. Along with this appointment, she was the Deputy Minister Responsible for Seniors and for Women's Issues.

She also has held senior management positions in Cabinet Office, Management Board Secretariat, and the ministries of Health and Long-Term Care, Finance, and the Attorney General.

Carol is a past member of the Board of Directors of the Ontario Financing Authority (OFA). She is also a past president of The Institute of Public Administration of Canada (IPAC) (2006-2007) and remains a member of its Endowment Fund Committee.

She holds an Honours Environmental Studies degree from the University of Waterloo and attended the Queen's University Public Executives Program.

 

Toronto Trustee

Cam Weldon
Deputy City Manager and Chief Financial Officer

Cam Weldon is the Deputy City Manager and Chief Financial Officer for the City of Toronto.  Mr. Weldon is responsible for a combined $12.0 billion Operating and Capital Budget (2009) and corporate shared services including facilities and real estate, fleet management and I&T.

Prior to his appointment to Deputy City Manager and Chief Financial Officer in February, 2009, Cam Weldon held the positions of Treasurer and Director of Accounting at the City as well as Internal Auditor, Director of Accounting and Purchasing Services and Regional Treasurer with the Regional Municipality of Halton.

Mr. Weldon has served on a number of Canadian Institute of Chartered Accountants Public Sector Accounting Board (PSAB) task forces to improve public sector accounting and reporting in Canada.  He served as a member of the PSAB’s first task force for Tangible Capital Assets and for the Reporting Entity.  He also served as a member of the PSAB research study group that produced the Accounting for Infrastructure in the Public Sector research study. 

Mr. Weldon is a Chartered Accountant and received his Bachelor of Commerce Degree from McMaster University in Hamilton. In 2007, Mr. Weldon received his Chartered Director designation from McMaster University.


York Region Trustee

Lloyd Russell
Commissioner of Finance and Treasurer

Lloyd Russell is the Commissioner of Finance and Treasurer for the Regional Municipality of York.  He is responsible for all functions common to the Chief Financial Officer and also oversees the Information Technology Services function for the Region.

Prior to joining York Region, Lloyd was the Director of Financial Services and City Treasurer for the City of Ottawa for 5 years and Commissioner of Finance for the City of Nepean for 7 years prior to that. Lloyd has also held senior finance positions with the Region of Ottawa-Carleton and the City of London. 

In addition to his municipal experience, Lloyd has also held a number of operational and policy positions with the Ontario Ministry of Education, the Ontario Housing Corporation and the Bank of Montreal.

Lloyd is a Certified General Accountant and a member and past chair of the Municipal Finance Officers Association of Ontario. Lloyd has also been active in the Government Finance Officers Association and was a member of their Committee on Canadian Issues for six years.
